When installing a new Xray 3.x instance, we might encounter the following error log in xray-server-service.log, which prevents Xray from starting:

Cluster join: Retry 5: Service registry ping failed, will retry. Error: Error while trying to connect to local router at address 'http://localhost:8046/access': Failed to access :http://localhost:8046/access/api/v1/system/ping return status code : 503
